Abstract

Innovation drives the development.As the first driving force to lead the development of modern agriculture，agricultural science and technology innovation promote the process of agricultural modernization.Since 2004，there has been issued 16 central documents marked as No.1.These documents has showed that the government pays attention to the“three rural”issues.With the adjustment of policy，the total grain output once appeared the phenomenon of continuous increase in 12 consecutive years although it fluctuated slightly in recent years.However，it basically realized the balance of supply and demand in China.The stable growth of grain production have established the foundation for the adjustment of agricultural production structure，the liberation and development of rural productivity and the construction of agricultural modernization.Agricultural scientific and technological innovation has achieved certain results in China.However，With the slowing down of economic growth，the increasing pressure of agricultural resources and environment，the rising cost of agricultural production and the lack of the ability to guarantee the effective supply of agricultural products，there are still a series of problems in China's agricultural production.So we must change the existing agricultural scientific and technological innovation system，pay more attention to the synergy of innovation main body.

However，the depth of the existing research should be extended.The researches on agricultural intellectual property rights were mainly based on the current situation and countermeasures，lacking of deep quantitativeanalysis of the internal mechanism.There were relatively few researches on collaborative innovation.Most of the existing researches tended to the science and technology collaboration at the macro level.There were few research on collaborative innovation of agricultural intellectual property rights.The research on different innovation subjects ignored the problems of subject differentiation，pattern evolution and collaborative innovation.In fact，the main structure of agricultural scientific and technological innovation has changed from 2011.The innovation ability of agricultural science and technology of enterprises has been improved rapidly，especially the innovation of agricultural intellectual property represented by new plant varieties has surpassed scientific research institutions and universities.

In addition，with the development of economic globalization and knowledge economy，the position of intellectual property rights has increasingly prominent in international trade and competition.As an important physic-chemical achievement of agricultural science and technology，crop varieties play an important role in improving agricultural comprehensive production capacity.Therefore，the subject discussed the collaborative innovation of agricultural intellectual property taking new plant varieties as an example.Specifically，on the basis of combing the relevant supporting theories and documents，firstly，the subject analyzed the theoretical utility of agricultural intellectual property innovation，demonstrated the practical inevitability of agricultural intellectual property innovation，analyzed the current situation of agricultural intellectual property innovation，and found the problems of existing agricultural intellectual property innovation.Then，this book quantified the practical fairness of agricultural intellectual property innovation on the basis of summarizing the evolution characteristics and spatial distribution pattern of agricultural intellectual property innovation.Next，we identified the convergence of agricultural intellectual property innovation，quantified its convergence speed，and analyzed the constraints of agricultural intellectual property innovation.Furthermore，the book analyzed the micro mechanism of collaborative innovation of agricultural intellectual property，defined the scientific connotation of innovation subjects，and analyzed the influencing factors of different subjects' participation in collaborative innovation.What is more，we put forward the optimization ideas and principles and designed the collaborative innovation mode of“government，industry，education，research and application + intermediary”based on the analysis of the existing collaborative mode of agricultural intellectual property.Finally，the book put forward the countermeasures to promote the collaborative innovation of agricultural intellectual property in China based on the experience of foreign countries and combined with the research conclusions.
