This Code is written in accordance with The Notice of Industrial Codes and Standards Revision and Planning in 2007 issued by General Office of National Development and Reform Commission of the People's Republic of China（Document No.（2007）1415）.

With the purpose of specifying the standardized commissioning，inspection and handover，and final acceptance，improving construction quality and benefit ability of fossil power construction，this Code is prepared based on previous version of Code for Start-up and Final Acceptance of Capital Construction of Fossil Power Plant Rev.1996 issued by the former Ministry of Electric Power Industry，actual conditions of power industry reformation and the development of power generation construction.

Appendix A，Appendix Band Appendix C in this Code are all informative appendixes.
